Vision Zero Elizabethtown is our City's transportation initiative that aspires to eliminate fatalities on our roadways. Vision Zero acknowledges that people will sometimes make mistakes, so the road system and related policies should be designed to ensure those inevitable mistakes do not result in severe injuries or fatalities. Vision Zero uses the Safe System Approach, which uses the following key principles for safer roads. 1) Prevent crashes and fatalities, 2) Design for human mistakes/limitations, 3) Control speeding through design, 4) Individual responsibility, and 5) Proactively identify and address risks.
Safety Action Plan
The City of Elizabethtown's Safety Action Plan develops a strategy for eliminating fatal and serious injury crashes, and serves as a guide for future safety improvement projects, policies and strategies.
Elizabethtown Safety Action Plan
The strategy and project implementation plan is a supplement the Safety Action Plan. Published in June of 2025, it identifies a list of recommended strategies and projects organized by expected implementation timeframe and provides an update on the current status of improvements associated with the High Injury Network and prioritized intersection lists. Several of the projects included in the plan have already been initiated or are currently under design by the City of Elizabethtown or Kentucky Transportation Cabinet (KYTC). This appendix reflects the City’s continued efforts to advance safety improvements based on existing conditions and current coordination efforts.
June 2025 Strategy and Project Implementation Plan

US31 Before and After Safety Assessment
This map illustrates the reduction in fatal and serious injury crashes on US 31 after the installation of RCUT's.
